You can tell visually that the ProV1 logo and its arrows are different from last years.
From a feel perspective, I don't know.

The 2013 Pro V series balls are distinguished by different print font and alignment logo. While I haven't played them yet, it's very easy to spot the differences.

I tested the new Pro V1 a few months ago, and another visual difference (in addition to font and arrows on alignment) is the paint. These seem to be "whiter" than older Pro V1s.
Play wise it seemed to me that the 2013 ball was a little longer than the 2012 version. It didn't particularly feel softer or seem more durable, both of which are claims made by Titleist, but I personally liked the ball better overall than the 2011/2012 model.
So visually the answer is definitely yes, yo
