What is generally the difference between these practice balls and a normal ball? Is it just cosmetic flaws, or are there actual construction differences too?

It's cosmetic only. There are no construction differences. Practice balls are truly some of the best deals in golf balls when you can get them. Thanks.

Yes, balls marked "practice" may be used in tournament play. I cannot refer you to the exact rule or decision on said rule, but I know that you can in fact, use these balls.

Both are new balls. To be honest there isn't much difference. Both have cosmetic flaws.
