While they are legal to play in tournaments. Sanctioned events have different rules. Each tournament could be different. You would need to verify it with them.

What exactly is a "practice" ball.

This is a new golf ball that simply has the word practice printed on the side of it. They say there could be a cosmetic blemish on the ball but it's every bit as good as a regular one.
